Tax measures and rebates
Liberal's promise
"This middle-class tax cut will save two-income families up to $825 a year, by reducing the marginal tax rate on the lowest tax bracket by 1 percentage point. More than 22 million Canadians will benefit directly from this tax cut, and middle- and low-income Canadians will benefit the most." — liberal.ca, retrieved 2025-04-14

National defence
Liberal's promises
"Expand the capabilities of the Navy with new submarines and additional heavy icebreakers to defend the North." — liberal.ca, retrieved 2025-04-14
"Creating a first-in-class drone capability that will build and deploy aquatic and airborne uncrewed vehicles to defend our arctic, our undersea infrastructure, our borders, and our allies. This new capability will be matched with an industrial strategy that builds and perfects these technologies so that Canadian companies benefit from Canadian procurements." — liberal.ca, retrieved 2025-04-14
"We will expand the reach and abilities of the Canadian Coast Guard and integrate them into our NATO defence capabilities. Our Coast Guard carries out important work, but we need to update their mission to face changing realities to protect our sovereignty and counter criminal activity, like the trafficking of illicit drugs. That’s why we will give the Canadian Coast Guard a new mandate—and the right equipment—to conduct maritime surveillance operations to secure our coasts." — liberal.ca, retrieved 2025-04-14
"We will modernize our procurement legislation to ensure our Forces can buy the equipment that they need, when they need it—which is now. We can also swiftly surpass our existing defence spending targets and bolster our capabilities by investing in dual purpose infrastructure—whether housing, cybersecurity, or satellite technology—that delivers immediate benefits for both our Forces and the public." — liberal.ca, retrieved 2025-04-14
"We will end the chronic lapsing of defence spending, through the creation of a defence capital account that ensures that even when the timing of an investment changes, every dollar assigned to Canada’s defence will remain for that purpose." — liberal.ca, retrieved 2025-04-14
Biography
Zoë has consistently demonstrated her ability to lead with integrity, foster collaboration, and deliver results that strengthen communities. She currently serves as a School Trustee for School District 43, which oversees the third-largest public education system in British Columbia; managing a $400 million budget and supporting the success of over 33,000 students. Her deep commitment to education builds on 11 years as a Port Moody City Councillor, where she was widely recognized for her accessibility, responsiveness, and thoughtful leadership. During her time on Council, Zoë served as Acting Mayor for two years and chaired key committees, including Land Use, Arts & Culture, Economic Development, and the Seniors Focus Committee.
Zoë has been a strong advocate for reconciliation, co-authoring a report to Port Moody Council that recommended concrete actions, including a task force with Indigenous community members and a Blanket Exercise for Council and staff. These efforts reflect her commitment to advancing the Truth and Reconciliation Commission’s Calls to Action. A passionate advocate for the arts, Zoë has curated over 40 local exhibitions and co-founded the Art Shuffle, an annual art walk in Port Moody.
Throughout her 14 years in local government (2011–present), Zoë has balanced public service with a full-time career. She spent over two decades working in healthcare before transitioning to the private sector, where she now serves as a Strategic Growth Officer. In the 20 years she has called Port Moody home, Zoë and her husband have launched three locally headquartered businesses, all based in the Tri-Cities.
Immigrating from Scotland as a toddler, Zoë is a proud Canadian with deep roots in service and community. Her family shares a strong tradition of giving back: her husband, Gaëtan, born in Quebec, served 22 years in the Canada's Department of National Defense, including peacekeeping missions in the former Yugoslavia. Her mother was a pioneer; one of Canada’s first female obstetrician-gynecologists, and contributed to the Shocking Pink Papers in the 1980s, championing equal rights and pay for women.
Zoë is the proud mother of two grown daughters and a passionate advocate for policies that address housing security, affordability, climate action, and Canada’s sovereignty. Her deep appreciation for multiculturalism, shaped by extensive global travel, informs her inclusive, collaborative approach. With a wealth of experience across sectors, she is committed to building a stronger, more equitable future for all Canadians.
These experiences have shown Zoë firsthand how decisions made in Ottawa directly shape the lives of people in our communities. That’s why it’s essential to have a strong MP at the governing table, someone who will ensure that the voices of Port Moody–Coquitlam are heard, respected, and reflected in national priorities.
